4000 Fuel Problem, Injector pump?

My ford 4000 diesel was idling when it began to run rough. It began belching out large quantities of black smoke and never recovered and died. When I tried to restart it sounded like it was out of time. Could this be the injector pump? What else could cause this? Can anyone point me in the right direction?
 

Check the fuel system to determine if there's a good flow of fuel to the pump.
Also check the oil bath air cleaner to make sure it doesn't have water in it and froze blocking the air flow.

Mine will run out of fuel even though the tank has quite a bit of fuel still in it.
I have also remove the line to the filters and blow air up into the tank (because I've been procrastinating taking the entire tank off to clean it).

five flat, I have removed plenty of crud from tanks by simply siphoning.
