First tractor, first time poster. In the middle of repaint and un-jerry rigging everything. Won't be done before winter. Is draining the water out of the draincock on side of block sufficient before cold winter storage?

No, you need to drain the bottom of the radiator also. There is a drain under there somewhere. It has been a few years. To drain the block water jacket it would be advisable to not just open the petcock but to remove it as there is likely to be a lot of rust behind it that will block the coolant flow. You are probably already doing this but you should also check all oil sumps for water or milky oil by loosening the drains and allowing a little flow until it is clear oil. Bring the battery in and put a tender on it.
 
Radiator is off, block drain is out and
crud removed so it drained down to there.

The drain is at the low point of the water jacket.
 
if your not satisfied put a bunch of paper towels in the lower radiator tube on your block. put straight antifreeze slowly into the motor top radiator tube. when it starts running out the block drain then stop adding fluid. put a clean container under the lower radiator tube before you start. that should insure you that any pocket you didn't get drained will have antifreeze there and you will still be able to use the antifreeze you put in it as you can drain it into your container.
