1964 Ford 4000 diesel smoking

So it appears my trusty old girl has a problem. Yesterday my tractor started smoking from the pulley that is connected to my power steering pump. I touched the pulley after I shut it down and it was real hot. Looks like the belt is what was burning. The power steering reservoir had oil in it. Any idea what needs replaced? Thanks in advance for your help.
 
Could be the pump is wore out, a line is kinked, steering is binding or a combination of things. Some of the early 1960's 4000 PS system run to the radiator to help keep it cool, does your? How loose it the belt? Where you working the tractor hard and how was it steering?
 
It looks like the pully is seized up and the belt is spinning causing the heat/smoke.... Do i need a new pump or can the pully be repaired? Thanks for your help. Sorry its been a while since i have been to the ranch to look at her that's why it took me so long to reply.
