1957 861 Need Advise

Tractor starts up fine but barely runs. It spits and sputters at 200-300rpm no matter where I set the throttle. Almost dies but then picks back up to the 200-300rpm. Occasionally it will backfire. Will not run above 300rpm. I have rebuilt the carb. I have purchased a used carb. I have disconnected the governor. Nothing seems to help. What are the symptoms of a cracked intake manifold? Could it be the governor? I am going to do a tune up on it just because I am out of things to try.

clean the bugs and dirt out of your air cleaner, or take the potato out of your tail pipe!

Potato's we did too. Also used a lot of mail order car bombs from JC Whitney! Did you ever jack up the rear axle of someone's parked car and put a block under the axle so the rear tire just touched the ground? Good old fun days.
