1970 Ford 2000 Not Charging

I have determined my tractor is not charging, im getting 11.9 volts on the battery no matter what rpm. I need help in testing the generator, i seen it has a large and a small spade on it. If possible ide like to test the generator, i figure it has to be either the generator or voltage regulator ! wiring seems to be in place no cut wires. thanks in advance ! im excited to learn more about my tractor !
 
Put voltmeter on battery. Remove small "F" wire on generator. Take jumper wire and run from battery hot to
small F terminal on generator. You should see a small spark when you make the connection. If so, start the
engine and rev it up. Voltage should start to rise on meter. If it does, generator is fine and the voltage
regulator is the most likely problem.
 
I tried polarizing the generator no luck battery is still not charging. I tried checking output on the generator only got 2.9 volts seems like the generator is bad but idk.
