Ford 5000 PTO loss of power

Hello everyone - I have a 1972 Ford 5000. Bush hogged with it yesterday and then it started acting up a bit. It has Independent PTO - and the PTO has very little power. When engaged, it will not spin the bush hog very fast and when I lower it to cut, it will just bog down and stop. Tractor is revved up, but the PTO will not spin. Friend seems to think it is the main clutch - but I think it may be a bad PTO clutch. Can we replace the PTO clutch without breaking the tractor apart? I have looked online fiercely to see exactly where the PTO clutch is - but all the reference manuals are not definitive. Is there a shop manual available online? Or does someone know. Can the clutch be tested? The clutch will stop the bush hog from turning, but does not have power once it is engaged. I pulled the rear inspection plate off the back between the wheels that is located just above the PTO - the plate holds a bearing in place of course. I thought that was it, but couldn't tell. Help if you can - I don't want to break it apart and change the clutch and that is not the correct thing.
 
Does 3 point still lift when pto stops? If does splines in hub in flywheel and or shaft worn out. Pto clutch can be accessed by removing lift cover.
 
3 point still lifts and works correctly. So you are thinking the entire PTO shaft needs replaced or the PTO clutch?
 
If you still have hydraulic power, your PTO drive hub and input shaft are ok, and the problem lies with the pto clutch... its either worn out or isn't getting the hydraulic pressure to fully engage. The main clutch has no effect on your independent pto.
 
Since 3 pt works ok then pto clutch is slipping. Forgot there is plastic line from piggyback pump to pto clutch that splits some times. As said can be accessed by removing 3pt cover.
