1964 Ford 4000 diesel smoking

So it appears my trusty old girl has a problem. Yesterday my tractor started smoking from the pulley that is connected to my power steering pump. I touched the pulley after I shut it down and it was real hot. Looks like the belt is what was burning. The power steering reservoir had oil in it. Any idea what needs replaced? Thanks in advance for your help.
 
Is the power steering working? If it is, I would guess the belt is a little loose and needs tightened or replaced. If not; does the pump turn by hand? If not, you probably need a new pump.
 
Power steering is working and the pump turns but the wheel gets really hot and starts burning the belt.

If the belt's not loose and slipping then my guess would be the bearings are going.

Like skipperII said, even though the pump is working the belt is still slipping.
