1970 2110 LCG governor issue

I have a 1970 2110 LCG with 3 cyl gas. I am now having trouble with keeping the speed where I put the throttle. It wants to rev up and down and the throttle lever stays put. I had adjusted the throttle lever tension when it would drop last year and that worked well. The governor linkage was sticking last year and I freed that up. Linkage doesn t seem stuck now but I put penetrating spray on anyway. It seems to move freely. The rpms really go up high frequently but never too low. Is this an indication of an internal governor issue? Thanks, Steve.
