Ford/new holland 3910

I am struggling with a Ford 3910 , 3 cylinder tractor. I stepped into the project , 1/2 done. There was a valve Job and head gasket replacement done on it before I stepped in. I cannot get it to fire . I have brought the #1 cylinder on compression stroke to tdc. lined up the rotor, then with it cranking rough set the timing to 6 degrees btdc. It will not fire. This is a propane system. IF the timing is way off , it will back fire . I have checked compression, exchanged the distributor with a known good one. I have shut down the propane and introduced gasoline into the intake . Same results. With the timing in the correct position , You can hear the motor slow down a bit with fuel introduced . I am at a loss. any thoughts? I do have hot spark, also the firing order is correct
