Ford 861 Carb Issues

It starts up just fine. If rpm drops below 1200 it will barely run. Runs about 200 rpm and really rough (just about stops but keeps running) Acts like it is flooded. choking it will cause it to stop. Throttling it down to where it would normally run below 1200 rpm will cause it to stop. If I can keep it running until about half warmed up then it will run normally but not below 1200 rpm. If I apply any kind of load (put in gear and let off on clutch it will just about die)If I go below 1200 rpm it will start the "barely running" thing until I go above 1200 rpm then runs good again. This happens till it gets to normal operating temp. At normal temp or about 30min it runs fine at all rpms. Has plenty of power and runs like normal. I have put in a carb kit that I ordered from this site and it still does the same thing. Could this be something other than the carb? I need some expert advice, I have hay to bale. Thanks!
 
I started at 1 turn out. Went in half turn increments till i got to 2 1/2 turns. It ran the same at all settings. Runs great at 1200 rpm and up. Anything below that and it backfires several times and dies. I disconnected the governor trying to figure this out and it still ran the same. My other thought is I did not get a new main jet in the carb kit. Is it possible it is the main jet? I also played with main jet and i don't see any change from 1 turn out to 3 turns out. Thanks!
