2 stage clutch problem

Have a Ford 960

Was out bush hogging today and the clutch decides not to disengage for shifting. The PTO
disengages as suppose to when the pedal is pressed down all the way.

What gives in this situation. Most every one complains about the PTO not disengaging.

Need some guidance on this one ! Stuck or heading for a split. Had no warning on this
one.
 
2 things I can think of trans disc wadded up or ball brg for trans input shaft in flywheel locked up. Both require split.
