Ford9600 Light issue

I bought a 9600 and none of the lights work front or rear.Battery is good 12.5V pulled apart board with key switch and light switch turn style and found a circuit breaker,tested it to no avail, tried bypassing it by hooking the 2 hot leads together to the switch no luck.Bern or Rod do you know anything else? Also the dash fuse is testing good on a mutimeter.
 

Instrument panel fuse is for the gauges and idiot lights.
Power comes from the key switch to the light switch, do you have power at the light switch.
I have the rotary with on one of my tractors, I like it.
 
I will have to check to see if I do have power there from the key switch,didn't mess with it too much since I was using it to haul corn with a wagon.

or else 4 bad bulbs.

I have no power at bulbs replaced bottom 2 front lights as that's all Napa had on hand.I also have no flasher light working turned switch on for that up in the cab roof nothing.So I'm wondering where is the main harness that goes into cab?
 

Cab tractor, that's a different harness, should have mentioned the cab to start with.
Still yet you need to know if you have power to the switch before you can test any of the lights.
