Ford 4000 1961 hydraulic lift problems

I have a 1961 Ford 4000 Light Industrial that is either out of adjustment or needs parts. It will not lift unless I remove the retainer from
the quadrant so I could move the touch control lever out of the quadrant and farther to the rear , like 3-4". I hear hydraulic fluid
whistling through the system when I have the touch control lever all the way back. What are the possible problems other than needing to go
through the adjustment procedure after pulling the cover and cylinder?
 
linkage inside could be out of adjustment from wear you could remove one bolt in the handle ,tip the handle a little and re-drill for a red neck fix
