If the rod bearing actually spun and locked it up, the crank's rod journal can't be looking too pretty. At a
minimum it'll need to be turned, and more likely need to be replaced.
 
If you're not going to remove the crank and have it turned, then the best you can do with some strips of
emery and crocus cloth from the bottom is the best you can do. You don't have a lot to lose by trying it
frankly.

If it were me, I'd start by accurately measuring the journal. If it's more than a couple thousandths bigger
or smaller than spec (or out of round), I don't see much point in trying to repair it from the bottom.
