1969 Ford 4000 PTO speed

I have been the question is the PTO constant or does it vary with ground speed? This tractor does have a Selecto o speed. I have no idea and don't have any implements to check it with. Also will the 3 point lift his tedder rake with no problem?

here is the serial number stamping

PTO speed varies with engine rpm, not ground speed, unless it has optional ground speed pto

According to the model code your's doesn't have that option.

Don't know how heavy the rake is but if the lift is working properly it'll ether pickup the rake or the front tires will come up off of the ground.

10 = All Purpose
1 = Diesel
4 = Independent 540 PTO
E = Select O Speed

You do not have 1000 rpm or ground drive PTO.

I don't know the answer to either of your questions. I could tell you the answer to the PTO question if you'd show me a picture of the entire left side of the transmission.

As to the 3 pt rake question, I'd need to know the weight of the rake.
