There's a fellow on the Genesis page that claims he can make an 18 speed out of 16 speed and vice versa by reprogramming. I say he can't and that they're all 18 speeds. It's a matter of gear ratio on the F2 clutch that either put the overlap in 8 & 9 or take it out. Which of us is correct?
 
I'm not that familiar with those later tractors, but the parts drawing for the 8970 does show separate part numbers for the F2 clutch shaft & cannister assembly between the 16 and 18 speeds. In fact there are 4 part numbers listed, one for 18 Speed W/Creeper, another for 18 Speed L/Creeper, yet another for 16 Speed W/Creeper and finally one for 16 Speed L/Creeper. So I would tend to think that you are correct, you can't just change the programming.
 
You're both right. The trans is an 18 speed inside (3x3x2), however the NA versions were programmed for 16
speeds using that ingenious overlap of the high-low ratios to avoid the harsh 8-9 and 9-8 shift that the
8x30 series suffered with. So the fellow is right in that he can turn an 18 into a 16 and vice versa. The
main point here though is that it makes no sense to do it, because by turning a 16 into an 18 for example,
you'll have a situation where the tractor speeds up, slows down, then speeds up again, all while
progressively upshifting. It would make the unsuspecting operator think he's losing his mind.

Thanks! So electronically he can do that, but he still can't make a 25 mph tractor out of a 19 mph tractor without changing F2 gearing or vice versa. Correct?

Correct. To make a 19MPH tractor into a 25 MPH tractor would require some gear swapping internally, along
with a software change to avoid an awkward gear ratio clash in the 8-9 range.
