Ford 3000 clutch and PTO engagement issues

I bought a 72 Ford 3000 diesel tractor at auction. Two problems. The clutch will stick. If I block it, then usually I am ok, most of the time. Forget the block, and I am in trouble. Free play seems excessive, def more than an inch. It's two stage clutch. Sometimes PTO goes right in. Other times, lever won't move at all, no matter what I try, running of not. It won't slide. I do get it engaged at times and it runs bush hog fine. Not sure if it's adjustment or needs split and new clutch? I grew up with one of these that had the two whole clevis. This one does not. Ordered manual, but not here yet. Anyone know what might be up? Assume I should adjust free play to inch? but not sure what that would do to two stage? If it needs a clutch, I'm thinking between $1- $2k, with a local tractor mechanic? (not dealer) Sound close?
Also hear a snap on right side wheel. Is that the lugs need tightening? Or something else?
