Ford 7610 Implement lifter hunts and sinks with engine off

Just got through pulling and resealing cylinder for same issue. put new seals in cylinder even though old ones looked good. no scuffing on piston or cylinder. replaced pressure relief valve on bottom of cylinder and checked all spool valves in control pack under seat. NTF found with o Rings on Cylinder housing and Control pack. Front end loader hooked up through remote Hydraulics works good. looks like internal pressure leak-what did I miss???
 
Early model tractors had issues with the drop circuit poppet, item #7 in the link below. A kit (#40) was developed that basically deletes the drop valve pin.

There was also a service bulletin that went along with the introduction of the kit. A good dealer should be able to look that up for you.
