Injector Washer Removal

So i have a 201cc 3 cylinder ford diesel engine that i had the injectors and pump rebuilt, i went to put the injectors back in and discovered that
there was 2 old copper washers (that go over the tip) still in the head. One cylinder came out very easy but the other two have mushroomed in or were
too big and will not budge. How can i get them out? I've tried a pick, screwdriver, but no luck. I'm sure this has happened before and is there a
tool that will remove them?
 
I use a long 7/16 fine thread bolt to get those washers out when stuck in the head. Push straight down on the bolt while turning it into the washer, I've always seen the washer break free while turning, then they pull out on the bolt. Ford and Perkins both use the same CAV 5339 401 washer on some engines.
