Ford 4000 idle problem

While working the wooded lot the tractor start this rough idle few days ago. It has been popping from exhaust but I had planned on do tune up. So after bluestreak point set, cap and rotor, new ngk plugs. She still will not idle like it did when I first got the machine this year. The govener is kicking on and off below 1000 rpms. The idle screw makes no change from full closed to out of carb complete. I was hoping not to have to remove carb and do full clean yet. What you guys think ? One thing to note this started before the tune up!
 

well...

could be in the woods, and bumpy?? you moved a water slug into the carb, or worse knocked some crud loose in the tank.. so carb is half plugged and no longer correct mixture.

Does pulling out the choke make it run a bit better at low rpms? or high rpms? If so, how much you pull it out will tell you roughly how plugged up the jets are.

Or... crud in tank is blocking the cutoff valve at bottom of tank... same as above?

have - a 4 cylinder "Prior" model or a 3
cyl model. And if a 3 cyl, which carb -
the original Holley or a replacement

my engine is the 3 cylinder and i believe it has the original carb on it, it runs great at high RPM and only notice it below 1,000
 
i was hoping someone would give an idea that they have see beforethe area or jet that might cause this? i was hoping to blow out even the idle screw and not have to remove the hole carb.

With this statement, I believe that something has changed the 'Air to fuel' ratio. The carb air to fuel flow must be in sink with each other, to keep the range of the carb/power, together.
Get the instructions for adjusting the carb you have, and set up the carb adjustments......'BY THE BOOK'
If this does not help you, then I would suspect a, plugged passage, or the carb is sucking too much air via a bad carb gasket, or worn throttle shaft., then you should overhaul the whole carb, with a full set of new shafts, and a new carb kit.
