Ford 640 hydraulics

My 640 had water in the fluid when I got her. Several changes later and the 3 pt is very slow and won't even lift my weight. Do I have a bad pump or could it be something else?

ore likely leaks. Most often at piston ring. Look inside when lifting.

I looked down the fill port and didn't see any leaks. I guess the cover under the pto lever is next.

Any places I should focus on? Are there seals in there that can fail? Where is the pressure relief valve?
here are two of them, one for the pump and one for the ram cylinder and neither are ever the problem. OK, so never say never.
