Ford 650 Hydraulic 3 point hitch not lifting

Background/history:

Neighbors tractor that I borrow, he's not the biggest on maintenance ........

First time starting up after the winter and the 3 point hitch was not working. Fluid level did not show up on dipstick so I added fluid and it worked fine. I only ran the tractor for a few minutes then parked it, next day there was a huge puddle under it. The inspection plate gasket under the hydraulic sump was bad. I pulled the plate, cut a new gasket and refilled with fluid. I also checked the transmission and rear end, both were loaded with water! That would explain what happened with the inspection plate gasket, ice pushed it out. The 3 point hitch does not function now.

1. Does the pump need to be bled? If so, how? I do not see a plug on top of the pump like on my Ford 850.

2. Could anything have fallen out (that I did not see) when I took off the inspection plate?

3. What can I check, possible issues and are there any special tools required?

vane pump, no plug like your piston pump. compressed air into hyd fill port when tractor running.

oo many places for air to escape, so you not likely to over do it.
