Ford 601 problem

Ok so my tractor is not wanting to properly run under a load. I have replaced all the plugs, plug wires, points, rotor button, distributor cap, cleaned the tank & carburetor, and cleaned all electrical contacts. I have also checked the compression on the cylinders and they are showing around 110 psi. I checked the voltage from the generator (BTW it is a 6 volt system) and it is only putting out approximately 3 volts, so I know that the generator is bad. The governor is also needing replaced. I have got my carburetor set approximately at factory settings. It runs very smoothly at an idle.

This is my theory that I wanted to run by y'all: I noticed that even though I do get a spark, it seems that it isn't as bright as it could be. My thought is that the low voltage from the generator is causing a low voltage at the plug and it can't properly fire when the tractor is under a load. What do y'all think?
 
Low generator maybe the result of a bad voltage regulator. Low coil voltage will result in low/poor spark that will misfire at higher power settings. Put a slow charge on the battery and check field voltage at generator.
