Ford 640 front spindles/king pins bushings

I've got mine apart and I have 2 different size bushings. Top is a 2N3109 O.D. 1.380 I.D. 1.25. Lower bushing is NCA3110A O.D. 1.474 and I.D. 1.352. However the spindle is 1.25 both top and bottom. Has anyone run into this problem? Looks like I'm pressing in the larger one on the bottom and then honing it out to where I can press in a 2N3109 to get down to the 1.25 I.D. so I have 1.25 at top and bottom. Its no wonder I had a lot of play in my spindles.
Do they make spindles with a larger shaft on the bottom to fit the larger bushings?
 
sounds like some 53/54 steering parts have been installed in the past, the 53/54 used the 2N3109
top and bottom, 55 started the larger bottom NCA3110A
 
Doing more research, I find that I have axle housings for the 600 (1.25 top and 1.34 bottoms) But the spindles are for the 8N-NAA's which are 1.25 both top and bottom.
