I think it depends on the transmission. The manual trransmissions achieve 540 rpm on the PTO at 1800 rpm engine speed, but the S-O-S transmission does so at 1850 engine rpm. At least that's what the sticker on my '73 S-O-S 4000 says.

The tractor is a 3 cylinder 4000 motor with a 3000 transmission and rear end.

Then you should be asking what the engine rpm needs to be for a 3000 to achieve 540 rpm PTO speed. A 3000 transmission and rear end will make the same PTO rpm at a given input rpm no matter what engine is providing the input.
 

Diesel or gas doesn't matter, they both have the same gearing in the transmission to drive the pto.
1800-1900 pretty much covers the pto speed for all of the Ford tractors.
