Ford 2000 diesel cooling system

Would like to know if it is normal that I have to work the engine hard to
warm the engine in winter. On my 2000 the temp gauge has no indication
when running @ 1000 RPM no load. When blowing snow it goes to 190
when I stop and let it run idle few minutes the gauge suddenly drops to 0.

The system is designed to maintain a safe temp in extreme high ambient temps. That said, dropping rapidly like that may indicate a faulty thermostat. No more than a stat and gasket cost you might want to change yours.
 
Your current problems aside, in the winter I put a piece of cardboard in front of my radiator fins on the tractors I use....does make a difference. Diesels are cool running and have a hard time developing enough heat just idling. OEM manual recommendations call for increased rpms to assist in the heating process. With the cardboard, mine (here in N. TX.) will come up to Tstat temp in 10 minutes or so idling.......6-700 rpm.
