620 pushrod cover gasket and valve adjustment

Rebuilding ford 620 engine and having some issues. First of all which way does the rectangle hole in the push rod cover gasket go (up or down). Adjusted my valves and afterwards hand turned the engine over to cycle through all the valves and then rechecked. Upon rechecking I had to adjust again (some too lose and some too tight) repeated the cycle through and had the same issue. Procedure i followed was adjust the valve opposite the one that was open. Would using the flywheel marks be more accurate

Here's how I do it.
You can pick any cylinder to start but I
usually go from front to back.
Rotate the engine by hand till you see
the exhaust valve open then close and
the intake valve open then close.
Then turn the crank 1/2 turn more and
adjust both valves on that cylinder.
Repeat the procedure on the rest of the
cylinders.

I install with the hole down. With the hole app it is going to hold 6 ounces of oil.
