Ford 1600 2cyl diesel oil blowing out of exhaust

I have a ford 1600 with a shibaura le892 diesel. When I got
the tractor it had extremely low compression due to bad valve
seats. I in frame rebuilt the engine. Had a machine shop grind
the valves and valve seats, magniflux the head. Honed the
cylinders new rings and rod bearings. Fast forward I have run
the tractor about 40hrs on the rebuild. It has been blowing
motor oil out of the exhaust at about a qt/12-15hrs run time. I
checked the compression and I have right at 400psi in each
cylinder. The harder you run it the harder it blows oil out. Now
I have noticed some blow by in the engine. My question is
being it?s blowing out oil, but has good compression, is it
possible I have ring issue or would it be a valve guide/ seal
issue? I would assume with even compression I don?t have a
broken rings.
 
Are the OIL rings the right size, or damaged some how? Worn/damaged oil rings will help keep the compression up well due to flooding the compression rings with oil.
