Throttle/engine Question

Have a 4600 3 cyl diesel. Tractor operates
normal under idle to mid-throttle range ,
but when given full throttle( not pulling
anything), it sounds like it popping
occasionally out the muffler. The injector
pump leaks slightly( could that be a
factor?) Is the injector(s) the issue?

Retarded timing, most likely because of a stuck advance mechanism which is internal to the pump. Myself, I confirm this with a diesel timing light. Lacking that, loosen the 3 bolts that hold the pump down and rotate the top of the pump toward you a few notches on the degree wheel on the timing plate where the pump mounts- this will manually advance the timing. If the misfire goes away, problem confirmed.
