no prime on hydraulics

I bought an 800 series tractor that did not have a three point on it so I bought the hydraulic pump and top cover. I installed the pump and tried to prime it in which I believe I was successful because I had oil coming out. But when I looked in the sump the hydraulic fluid was just swirling and not coming up the filler tube. I watched some you tube videos that showed tractors running with the top covers off and fluid was coming out of the filler line. Do I need to put the top cover on in order to get this to prime correctly? I did check the fill and return lines in the sump and they appear to be in good shape from what I can tell.

Any suggestions would be greatly appreciated.
 
A relief valve at the bottom of the filler tube? if so no, where would it go? There is a small well but nothing is there. As far as the hydraulic pump it has a relief screw on top.
 
ok, It looks like I will have to get this part, would the local tractor dealer carry something like this? Is there a specific name for this part?

This helps a lot but I have a question. I pulled the bottom cover that had the five bolts, removed the gasket and what I see is two bolts with rubber washers on them. I removed the bolt on the left and it goes to what believe to be the fill line. The bolt on the right is up higher and I can see up to the sump to the right of it. So my question is does the hydraulic relief valve go to the left side? And if so, does this valve thread in and just but up to the Fill line? I have searched for hydraulic relief valves for ford 4000 and I always get several styles.

I am making progress but at a hard stop at this point

I removed the cover and there is two bolts with rubber washers. One is on the left and one is on the right. I removed the bolt/ plug on the left and it goes straight to the tube, nothings there. the other bolt on the right is up higher and I can see the sump off to the right. I am thinking this valve goes where I removed the bolt on the left that goes straight to the tube. Also, does the hyd. relief valve just butt up to the line?
