Ford 841 diesel engine speeds up and down erratically

Suddenly my ford 841 diesel began to idle very low, then speed up wildly when I increase the throttle even slightly. I found no problems with the linkage, although the top cover grommet around the throttle control lever has always had some "slop" in it, nothing new ,however. Pump problem?

My thoughts exactly. These are plastic (unless the governor's been updated). They get old and brittle and break apart.

Not a terrible job for someone that has the knowhow and tools. Likely $500.00 plus at a pump shop.
 

My 971 did that a couple times. I shut it off quickly and got some fuel and all was good. As Dieseltech said rule out fuel delivery first.
