4000su fuel shut off on bottom of the tank.

I finally got the tractor home and able to work on it when we get breaks in the snow and ice. The Ford fuel valve under the tankdoes seem to shut off fuel but never stops turning in clock wise? And I not sure now is it open with The valve in vertical or horizontal position. The owners manual I got just say turn it clock wise to close. That owners manual has so much info I am so glad I got it. The tank will be my first thing I fix back to how everything should work so any help here would be appreciated. Next will be the fuel guage sender. But it too cold still to be taking stuff apart.
 

The valve is fine threaded, there is no up or down, it takes 8-10 full turns to completely open or close the valve, maybe more as I've never counted them.

that was problem thanks i was about to take the valve apart. it is shut off now thanks for your help
