Ford 641 Flooding

I have a ford 641 gas tractor and need some help. It is hard to start and very easy to flood if chocked at all. When using the choke you will get gas running out of the carburetor intake if the hose is removed. when I do get it started it will settle down and run ok but he governor rod will start moving and run uneven. I've played with carburetor adjustment and can't get any improvement. Could the float be set to high?

float set too high, pinhole in float, pin holding float could be bent or may have fell out of the holder, dirt on seat bore allowing excess fuel into bowl, rubber sealing tip on needle (if so equipped) ate away by alcohol or additives in the fuel.....

Take it apart and have a gander!

You need to choke it more. It is perfectly normal for the gas to run out the intake if it doesn't fire up and you stop cranking with an updraft carburetor. All of that gas in the air is not going to instantly evaporate. It is not flooded unless the spark plugs are dripping gas.
 
If you have a manual with instructions for setting governor,confirm that springs are in correct holes and rod adjustment. It sound's like throttle butterfly is closed until tractor start's and pull's it open then begin's to hunt. With ignition off and without engaging starter,move gas lever to 1/4th throttle while watching butterfly lever to see if it move's. If butterfly doesn't move,screw idle speed screw all the way in (max idle speed) then try starting engine.
 
Not sure of your location but I have had similar problems on cold starts in winter weather with "summer
blend " gas which is formulated to not evaporate as readily. I am in upstate NY and this happens when
I'm using up gas from summer and fall purchased before the switch to winter blend on tractors which are
not used a lot once I finish haying for the year.
