4000 throttle

I replaced the orings on the throttle shaft in the top of the injector pump. Now I only have about half throttle. The lever seems to move full stroke but the engine only goes to about 1000RPM. Do I just need to adjust the shaft in relation to the throttle? Or maybe I put the spring back in the wrong hole(middle) on the bracket? Any advice is appropriated.
 

Welcome! There are 2 different 4000s. I'm guessing you're working on the later ('65 - '74) 3 cylinder version, but you need to name whether it is or whether it's the earlier ('62 - '64) 4 cylinder version.
 

Other than the spring.. which all of the ones I have done, were in the middle hole,

then more important is.... getting the throttle shaft fully seated down into what I call the "half moon", so that it does not slip... seems to be the number one problem with this. I have had to polish off a burr on the throttle shaft from improperly reinstalling it, so it would setting all the way down into the "half circle cutout" of the lower shaft. I would recheck this as its easy to do incorrectly.

Maybe someone else will have more ideals..

I have had to fix two different pumps now, that others incorrectly set the thottle shaft back into the notch or half circle or what every you want to call it. One had only a tiny amount of throttle, the other had none. So again, best guess.
