Ford 1700 front hub assembly questions

My front left hub broke off my tractor the tractor the other week. Just got it back from the welder and put it back together. I lifted the whole front end off the ground and spun the wheels by hand to see what happened. The hub I just replaced will not turn when the 4wd is engaged. When I listen to it when it's turning I can hear a faint rubbing noise like gears or splines barley touching each other. Has anyone else had to reinstall their front hub and can you possibly give me some advice?[/u]
 
I had broke the axle on the front of my 1210. Lots of re-assembly after finding a new housing. If you have BOTH wheels off the ground and you put it in 4 wheel drive, you should be able to turn the wheel and the other side will rotate the opposite direction. In 2 wheel drive the sounds you describe sound like the normal gear lash noise. Why you can't turn it at all in 4 wheel drive is a good question I don't have an answer for.
 
stevob671 maybe I should explain what's happening a little better.

So I got the fixed hub/shaft back on the tractor. Jacked up the front end and spun the left front tire. The right one did turn in the opposite direction for a bit but then quit. I then turned the right side by hand in it turns but the left side doesn't turn at the same side. When turning the right side I hear the noise. Sorry for any confusion in the original post but I must have been madder than I thought and not thinking clearly.
