172 diesel rocker arm drain tube

Hey guys , got a question, I have 2 172 diesels, 1 the rocker arm drain tube is open the other is squeezed closed ,there?s no marks on it like previous owner has done this ,, which is proper? Seems as thou it being closed would increase pressure right?
 
All I've seen were open. If all the engine is within specification the open tube will not drop the oil pressure.
 
Thanks guys, this is that 172 marine diesel I got, just kinda wondering I something might be set up different, also if anyone has a bad block I need the oil fill tube that goes into the block, this one you fill from valve cover which wont work for tractor use,,

I'm afraid I don't have a spare. New Holland appears to have it. It's p/n C0NN6766A (originally 8N6763B).

Good luck bringing that engine to life. That's a pretty interesting find!
