54 Ford Jubilee running rich

I recently purchased a Ford Jubilee. My problem is she's running rich. Can anyone tell me the carburetor adjustment procedure for this tractor?
 
Gary, here is what the owners manual says. Before attempting to adjust the carburetor, the engine must always be at normal operating temperature. With the hand throttle in closed position, set the idle speed at 450-500 RPM. The idle speed adjustment stop screw is located on the engine side of the carb. Start the engine and turn the idle adjustment needle in until the engine begins to roll from too rich a mixture, then back the needle off until the engine runs smoothly.
The initial setting for the main adjusting needle is 1 1/4 turns open. The final adjustment is best made in the field. With the engine running at governed speed under full load, turn the adjustment needle in until the engine power just begins to drop off, then turn the screw out until the power picks up and the engine runs smoothly.
I've always wondered how someone would actually do that unless they had some implement using the PTO or a belt. So I just go by how the engine responds to cracking open the throttle quickly. BTW, if yours is a '54 it's not a Jubilee, it's just a NAA. Hope this was some help.
