1977 2600 diesel 4 spd with hi and low the PTO won't engage with clutch fully depressed. I can shut the tractor off and engage the PTO and it works fine but doesn't stop turning with the clutch pressed even with a mower on it. Adjustment is at it's limit and it's a 2 stage clutch. Someone mentioned pulling the steering column to see the clutch that something might have broken. Others say it's clutch time. It needs to be fixed one way or the other. What do you think?
