Brake pedal pin

(1978 Ford 420 Industrial 3 cyl diesel - similar to 3500 - with front end loader)

I?ve tried multiple times without success to move the pin that locks the Right and Left brake pedals together.
I cannot get it to move at all.
Cannot push it in nor pull it out.
Cannot turn it.
Cannot push or pull and simultaneously twist.

I?ve sprayed it with penetrating oil (multiple brands) multiple times.

How does it work and what should I do?

You might use a mirror to get a better look at it underneath, nighttime is the best to see it good. If you have a small torch you can heat it up and stick a long candle to it. It will wick into the rusted parts. Have you tried a visegrip on it?
 
The pin should twist freely. Once you free that up with penetrating oil and patience, and maybe some heat, you twist the "L on the end up to where the end of the "L" almost touches the bottom of the pedal, and that should line up the small pin on the shaft with the slots that allow it to slide and lock the pedals together.
 

There are few locations on an old tractor that favor rusting as much as that. Time is your friend. Just keep coming back to it.

Good news! I got it to loosen up and work - after only 3 years. All it took was posting the question here. How many times have you not been able to get something to work and as soon as you ask someone then it works?
Good thing it loosened up and worked because it was stuck in the yard and the yard was slicker than greased moose poop! It was on a grade close to the hedgerow in the dark. Front tires couldn?t get traction to steer and I couldn?t steer with the back tires with the pin stuck in the pedal.
I could crawl using the bucket but couldn?t steer.
Once the pin was free I wiggled out of there in a couple minutes.
Finally got it to turn using channel locks then figured it out like Sean said: pointing down it?s locked and pointing up/level/forwards it?s loose to slide in and out.
