I have a jubilee on thee right side below the seat is a acorn nut with slotted adjustment tube and a relive valve inside I have too take the nut off all time and hold in relive valve too get my 3 pt too lift
 
Is your selector valve, the little lever below the seat on the right side, in the horizontal (draft) position? If so, try moving it to vertical (manual) and see if it lifts. If so, then the draft control linkage needs adjusting. If that doesn't help or the lever was already vertical you might need to check the pump prime. Assuming you have the vane type pump, turn the knob at the front end of the pump all the way in. If this has no effect, disconnect the smaller tube from the pump and turn the engine over with the starter (key off). If no oil flows from the open port, head front of tractor down a ramp or apply air pressure momentarily to the sump through the dip sick tube with the engine running. Another way is to remove the plug on the lower front corner on the left side of the center housing. Again, with the engine running momentarily apply air to the sump through the dip stick tube. I've had to prime my pump a couple of times and I was able to do it with air pressure. If that doesn't help you may have a bad lift cylinder, a gummed up or bad relief valve. All of the above is assuming your oil sump is full.
