Another Ford steering shaft issue

I have a 1970 3000 (gas) that's been leaking out the steering column for a while. So one rainy afternoon I tore into it, replaced the seal, put it back together, and the steady leak turned into a gusher. Figured I boogered up the seal while installing it, so I ordered a new one and a filter since I haven't changed it for a while. Put the new seal in carefully, and replaced the filter, and it's still leaking. When I turn the steering wheel there's enough resistance, especially to the left, that something is clearly not right. The sealing surface on the shaft is perfectly smooth.
My thought right now is that I put the seal in upside down, but wanted some more opinions before I tear into it again. I thought I put it in the same way the old one was, but the diagram makes me question that. When I pressed it in, I was pressing against the "top" of the seal, the flat part. Is that correct, or should I be pressing against the lips to press it in? Thanks for any suggestions.
 
The spring side of the seal Always goes to
the oil that you want to keep in.
By the way, as much of a PIA as it is to
pull the steering wheel and fuel tank cowel
I would never just replace the upper seal.
I would replace the lower one also.

Thanks. I probably should just do upper and lower. My reason for not doing the lower is I had the entire column rebuilt less than 10 years ago, but if the upper one went I suppose the lower could too.
 
Well, that was an easy fix. Now I have a leak at the pump reservoir bolt. Never leaked before, but the seal fell apart when I changed the filter. Ordered a new $22 washer and now it leaks. Does it look like I’m missing something?
