Governor pulsating

I think that there is something wrong with the governor on my tractor. The engine only runs smooth in certain spots as I move the throttle. It mostly wants to to rev up and down while running.
When it does this the governor lever is moving forward and back witch then moves the carb throttle. Does anyone know how to fix this? I have a 64 2000 4cyl 134 engine. I had just replaced the dist. guts,cap,wires,plugs,coil,battery also a new carb, reset valve lash, checked cyl. compression (100-110), had front cover off to replace seals and gaskets.

What Royce said. If choking controls the surging engine speed, it is further indication the tractor is starving for fuel.

Most likely the "hunting" your describe is in response to a lean air fuel mixture caused by a gas line restriction, carb adjustment or malfunction. Did engine speed surge with the carb you replaced?

Theory Explained: Engine begins to stall. Governor senses a drop in RPM and revs the tractor. Opened throttle raises vacuum through the carb and pulls in more fuel. Engine over revs and the oscillation starts all over again.

To satisfy your mind that it isn't the governor, disconnect governor from carburetor and see how engine responds by manually increasing RPM with your hand on butterfly and observe the governor response.
 
My 1963 4000 with the 172 was doing the same thing. The main fuel screw on the bottom/front of the carb was screwed out several turns too far. Adjust your carb and it may smooth right out.

It did not do this with the old carb but it had broken parts and to far gone to save so had to get new one. Will try adjusting carb some more.
