Ford naa hydraulic spool

What is the cloth seal for on the hydraulic spool on a naa tractor hydraulic unit. is it just an oil wiper and does it go on the oil side of the o ring. thanks

Please post a picture of what you're asking about. Is this a remote valve spool, or a diverter valve, or the main 3 point control handle shaft? Most "cloth" seals are actually made of felt and are usually a dust protector that is on the outside of any true oil seals, but I can't say for sure without having more details on what you're asking about.
