1964 ford 4000 hydraulic lift not working

Ok guys , I just finished restoring a 1964 ford 4000 gas 4 cylinder tractor. Ive done everything that's possible except rebuilding the engine and drive line. This tractor ran and functioned normally and was parked for the last 8 to 9 years. I bought it and ive been restoring it and I just fired it up today . The problem i'm having is the lift arms will not function.I replaced all the fluids with new multi-purpose fluids. Ive rebuilt the hyd pump and when I opened up the pump I didn't notice anything out of the ordinary . It all looked normal. Ive removed the plug on the pump and bumped over the engine and there is hyd. fluid coming out of the hole .
I bought a lift cover rebuild kit , but before I pull that I thought I would see if anyone had any ideas.

The F0-20 manual reprint has some great troubleshooting info for the lift. The top cover is heavy but not unmanageable, a hoist of some type makes it a breeze. I've had my top cover off three times now. My no lift issues have been resolved with a few hours of tinkering, except for a loss of pump prime. Basically I can bleed the pump when I crank up the tractor and use the lift without issue, but my pump will lose prime if the tractor is shut off even for just a few minutes. Still going through my o-rings and seals. Someone here advised me to get a 2500 psi pressure gauge first to see what my pump was capable of and that is a great thing to do. There is a test port on the right lower side of the hydraulic housing where you can thread in your gauge. It's not a terrible system to work on once you get familiar with it.
 
If it's anything like my 1958 ford 801, it's probably the release valve stuck in the open position, it needs to close in order for the fluid to enter the piston and raise the arms, was the last thing I found when I restored it, it had been parked 10 years and the valve was stuck. Was able to pull the valve, clean and lubed it, and everything went to working, I now can raise the box blade all the way up, turn off the tractor, go to bed and the next morning the box blade is still all the way up.
 
James, Is this valve under the lift cover. Does this require taking the lift cover off. I bought a lift cover rebiuld kit just in case .

It's under the top cover that the lift arms are attached to, on the underside in that module, inam. Attempting to upload a few pics to help you out.

The "release" or unloader valve is in the lift cylinder housing so yes it is under the lift cover. You didn't say whether you had the manual for it or not. If you don't, get one. It was very helpful in rebuilding mine. I found out yesterday that the rebuild worked for my non functioning lift. The rebuild kits are cheap.
 
Are you sure that he didn't mean the "relief" valve, and not the "release" valve? There's two relief valves in that diagram. There's the "Pump Relief Valve", and there's also the "Ram Cylinder Safety Valve" which is I am pretty sure is also a pressure relief valve.
 
Ok .I got the piston out no problem. The control valve came out ok but how does the unloading valve come out or does it.I'm pointing to it in the pics.

screw a bolt in that plug & pull it out. Slide hammer, puller, or stack of washers. THX Steve (TX641D)
