3000 vac reading / timing?

Got almost 7hrs on my freshly rebuilt 158 3cyl gasser. Had some questions (Holley carb - fresh re-rebuild with HCK02 carb kit, new pump spring and throttle shaft seal, check valve and #53 jet clean, all passages flow carb cleaner, float set to 25mm excluding bowl gasket thickness).

Vac advance works, setting ign timing I know it needs 2* initial and the manual specs that with vac advance plugged and 6-800 rpm. Vac advance works.

1.)I can't get it to idle smoothly/consistently below 1100 so I was trying to set total timing. @2000 rpm it really likes 22-24* advance. Dropping rpm down to the 1100 and it's around 10-12. This is with the vac advance plugged up - with my vac gauge. Does anyone know what total advance is supposed to be? (searching I found Hobo 'spects its 18-24 but nothing definate).

2.) Fiddling with the carb air fuel screw (@1000-1100rpm) I can't get the manifold vac reading much beyond 10in/hg. I'm wondering if anyone's taken a vac reading on theirs and maybe the 1100 idle speed is holding the throttle open to the point I'm negating most of the idle circuit as I can only get the vac reading to change from 10 down to a stumbly 5. Started at 1 turn out, not sure where it's at right now.
