Ford jubilee/ naa lack of power

Ford jubilee has lack of power, can barely pull a 6ft back blade or 6ft finish mower. Ran a compression check and got these results from front to back 125/120/115/115 dry then added oil to cylinder same front to back 180/175/200/200 thinking compression isn't perfect but should not cause this big of a lack of power? Cleaned air filter thoughts?
 
Fuel flow? Could be enough fuel flowing to run with no load all the way up through the rpm's, but when it gets a load on it the governor calls for more fuel to maintain the rpm's and the fuel flow might not be sufficient at that point.
 
You need to do trouble shooting 101. Make sure you have a good blue/white spark that will jump a 1/4 inch gap or more. Next pull the carb drain plug and make sure you have a good steady flow of gas that will fill a pint jar in under 3 minutes. Does choking it hurt or help. When running do you have black smoke or no smoke out of the exhaust??
 
Hadn't thought about it, but now I'm thinking the original post was an April fool's joke. The 200 # wet compression should have tipped me off, especially combined with the o.p.'s handle.
