the PO converted this tractor to 12v and alternator. Is there any way to attach a cable and pulley for the hourmeter?

That tractor was 12 volt when it left the factory, but it had a generator with the tach drive at the rear of the generator. There are alternators available out there with the tach drive in the rear of them, but they're not inexpensive.

The later models had the port on the block below the oil filter and drove the tach from the oil pump drive, but your '67 probably doesn't have that port so you probably can't covert to the late style tach drive.
