3000 Ford Power Steering Opinions

I need some opinions on what to do. When I bought this tractor the previous owner had taken the power steering cylinders off and plugged the lines at the pump and steering sector. The cylinders are bad but I do have them. I priced the cylinders and what it would cost for me to make the lines and there is not a whole lot of difference in cost than one of these aftermarket power steering systems. I would hate to buy the cylinders and lines and find out the pump or the steering valves are bad.
I can chuck up the cylinders in my lathe and cut the ends off to get at the internals, but where in the world would you find the right packing for the cylinders? If I buy one of the aftermarket kits it will all be new and guaranteed to work. I just need some opinions on what you would do in this situation.
 
The power steering cylinders on my 1968 2000 leaked real bad. The shafts were slightly rusted and lightly pitted, I cleaned them up with crocus cloth. I bought new packing at a local hydraulic shop installed them (a simple job) and the cylinders have not leaked a drop since. The packing kits were $35, a whole lot cheaper than new cylinders
 
Did you cut and weld the cylinders back up.? Did you happen to get any numbers off the packing you installed?
