5000 diesel missing at high speed unloaded

Hello All
I just completed a complete engine overhaul on a 1965 5000 diesel with a reputable diesel shop doing the engine work. Injectors were tested and injector pump (inline Sims) was overhauled.
After several hours of running, engine starts great, and runs smooth at all speeds and loads below 2110 rpm. With no load, above 2110 rpm, the engine starts missing and smoking with a max no load rpm of 2210. Under heavy load above 2110, the missing seems to disappear. My owners manual states that full load rpm should be 2100 with unloaded max rpm 2285-2335rpm, but mine will not run above 2210 rpm. Smokes enough that people wonder what is going on when it is missing. None of this happened before the overhaul, but I'm not sure what max speed was before. Any ideas about what is going on? not enough advance??, bad injector, low compression, air way clogged?

how does it run under heavy load at 1900??

Compression should not be a problem- block bored with new pistons and rings, works as advertised at 1900 rpm under full load; injectors were tested and set and not that old; aircleaner looks clean with new oil; the injector pump overhaul should have dealt with whatever advance mechanism is in it, but I don't know anything about that. The missing starts at a very specific rpm- about 2110- 1980 no problem, 2150 very obvious. The more the engine is under load, the less obvious the missing.
 
I agree with sotxbill; sounds to me like not enough advance. Make sure the external adjustment is set on the right mark. If so, I would see if advancing it just a little would solve the miss.
 
I had this same problem, but mine would start shutting down around 1800 RPM.. I found out that the injector pump also advance the timing as the rpm's increase. I had the pump rebuilt and the problem was fixed..
