Choke plate

First time building Ford 600 carburetor (Marvel TSX-580), choke plate has spring loaded flap. Ford manual show flap underneath choke rod, I tried several times and the best I could do was place it above rod. Will this work?
 
I have plate back as I found it, with flap on upper side on rod. It does not match up with Ford manual? Photo is before rebuild; choke closed. Plate has been like that for years, is there a trick to getting plate in correct position? Once the plate is inserted in choke rod, the plate it will only rotate about 90 degrees open to close; contacting tube side.

This is from manual, looks to me that the flap (relief valve) in on bottom side of rod. It must have been working the way I have it installed above rod, but how well?

have posted about that drawing many times..........it is WRONG.
I have even altered it to show the correct position. I'll post the altered version again.
